Preheat your oven to 350°F (175°C) and grease a 9×13 inch baking pan.

In a large bowl, combine the flour, baking powder, baking soda, salt, cinnamon, nutmeg, and ginger. Mix well.

In another bowl, beat the eggs and sugars until well combined. Gradually add the oil and vanilla extract, mixing continuously.

Stir in the grated carrots and apples to the wet mixture.

Gradually add the dry ingredients to the wet mixture, stirring until just combined. If using, fold in the walnuts and raisins.

Pour the batter into the prepared baking pan and spread evenly.
