Step 1
Place rice and water in a pot, bring to a boil, reduce to low, cover, and let cook for 20 minutes.

Mix together chicken, soy sauce, green onions, ginger, salt, and pepper. Form 1 1/2” meatballs.

Heat 2T oil in a skillet over medium high. Add meatballs and cook for 10-12 minutes, browning on all sides.

While meatballs are cooking, combine sauce ingredients in a small bowl.

Once the meatballs are cooked through, transfer them to a plate. And add carrots and onions to the skillet.
Step 6
Saute over medium high heat until both are tender. Then add cabbage and garlic. Saute until cabbage has wilted.
Step 7
Return the meatballs to the skillet, add sauce, and simmer for a couple of minutes.
Step 8
Serve over rice and garnish with cilantro.
