Rinse the Swiss Chard under cold running water until it is clean. Pat it dry. Separate the ribs of the chard from the leaves, and chop into 1 inch pieces. Bring a large pot of water to a boil. Add the pasta and cook until tender. When the pasta is done, drain it, then return it to the pot. In a large skillet, heat the oil. Add the garlic and red pepper flakes and cook for 1 minute. Add the chopped Swiss Chard ribs and cook for two minutes, stirring often. Add the leaves and cook with sugar, parsley honey until limp. Place the drained pasta in a serving bowl and toss with the chard and the sauce. Serve immediately.
