Cut the small piece of chile and press it with a muddler in the shaking tin. Hand-clap the cilantro to express the aroma, then drop it into the tin. Add the rest of the ingredients and ice, shake, and double-strain into an ice-filled rocks glass. Cut the top end off the chile and place on the drink to garnish.
